Duties and Responsibilities • Comprehensively lead the sourcing of local manufacturing resources in Brazil (including CKD/SKD local assembly and processing); independently drive and execute highly complex commercial negotiations, pricing agreements, and contract signing, taking full responsibility for overall delivery quality and TCO (Total Cost of Ownership) control. • Deeply focus on and master Brazil's local electronics, telecommunications, and smart terminal manufacturing sectors—specifically local EMS (Electronics Manufacturing Services) and supporting supply chain resources for POS terminals, ONUs (Optical Network Units), and smart water/electricity meters—to rapidly build and optimize localized product manufacturing supply chains. • Proficiently master and apply local Brazilian PPB (Basic Productive Process) regulations and relevant tax incentives (such as Manaus Free Trade Zone policies, and ICMS/IPI tax reductions/exemptions); design localized processing paths based on tax incentives to maximize the cost competitiveness of locally manufactured products. • Spearhead the planning and systematic construction of the local supplier pool (ecosystem) in Brazil; formulate and optimize onboarding audits, performance evaluations, risk control, and phase-out mechanisms for local manufacturing suppliers to enhance the overall resilience and responsiveness of the local supply chain. • Act as the subject matter expert in local manufacturing and procurement, collaborating with internal core teams (such as R&D, Delivery, Logistics, and local factories) to resolve major bottlenecks during localized trial production and mass production; provide precise industry market analysis and data support to facilitate strategic decision-making. Requisitos: Minimum Qualifications 1. Bachelor degree or above 2. At least 8 years working experience in purchasing management； 3. Familiar with supplier resource search, purchase order tracking and execution 4. Strong language skills, interpersonal skills, communication skills and problem-solving skills 5. Fluent in English and can be used as a working language.
